The predecessor of this library was the “Library of the Governor-General of Taiwan” when Taiwan was occupied by Japan. On April 13 of the 3rd year of the Taisho era (1914), the official system of the “Library of the Governor-General of Taiwan” was announced in Order 62. On November 11 of the same year, a temporary office was set up in Monga’s (Wanhua) Qingshui Zushi Temple to prepare for the opening of the library. In June of the following year, the library was moved to the old Lottery Bureau on Bo’ai Road (located at the left rear of the Office of the Governor-General of Taiwan at the intersection of Bo’ai Road and Baoqing Road, which is today’s Bo’ai Building) and was officially opened to the public on August 9.
After World War II, the Taiwan Provincial Administrative Executive Office took over the “Library of the Governor-General of Taiwan” in October of 1945, and merged it with the Japanese “Southern Library” in the following year to establish the “Library of the Taiwan Provincial Administrative Executive Office” (referred to as the Taiwan Provincial Library). In May of 1948, it was transferred to the Department of Education of the Taiwan Provincial Government and renamed the “Taiwan Province Taipei Library.” The library only operated the 1st floor of the “Taiwan Provincial Museum” (located at the intersection of Guanqian Road and Xiangyang Road in Taipei City) during the “Library of the Taiwan Provincial Administrative Executive Office” and “Taiwan Province Taipei Library” periods. Due to the limited amount of space, a new library was built at the intersection of Bade Road and Xinsheng South Road in Taipei City. On July 1, 1973, it was changed to the “National Central Library Taiwan Branch” by order of the Executive Yuan, and under the jurisdiction of the Ministry of Education.

Due to the continuous development of its services, the library’s collection had been growing rapidly, and the Xinsheng South Road premises had become insufficient. The Zhonghe City Office (now Zhonghe District Office) agreed to allocate 4 hectares of land for free, and the Ministry of Education agreed to relocate and rebuild the library in 1989. After the three phases of the “Land Appropriation Project,” “Construction Commencement Project,” and the “Library Relocation Project,” the new library was officially opened on December 20, 2004, has an area of 4 hectares. The library itself has seven floors above ground and three floors underground with a floor area over 60,000 square meters, and is currently the largest national library in Taiwan.
In order to enhance the library’s academic research features and deepen the services for people of different ages, the library established the “Taiwan Study Research Center” in March 2007, and the “Taiwan Book Hospital” in June of the same year. The “Senior Zone’’ was established in July of 2009, the “Multicultural Resources Area” was established in November of 2010, and the “Teen Zone” was established in February of 2012. On January 1 of 2013, the Executive Yuan adopted the library’s current name, and the “Local Education Resources Center” was established in 2021 to continue providing diversified services.
