臺糖南北線鐵道為因應1950年韓戰爆發,臺灣國際局勢益形險峻,為符合國防軍事需要,臺糖公司受命將既有的鐵道路網串聯起來而形成。然而,由於製糖產業發展轉移,加上地方城鎮公路開闢等影響,鐵道現況於1970年代起便逐漸整併、廢線拆除毀或閒置。儘管如此,其延續日本時代軍用戰備「公用線」的歷史淵源,確實見證了當年特殊的冷戰環境與脈絡。本書回顧了戰後臺糖鐵道復原階段的大時代背景,冷戰時期國共競爭的歷史發展,其次並就南北線出現緣起、興建過程及變遷發展、南北線的軍事運輸系統探討、南北線的主要工事現況調查與分析,逐一說明與探討。在綜合了糖業鐵道的概況與特徵,南北線的歷史發展特色、地景元素特徵,以及南北線的留存現況等因素,配合其他交通鐵道設施的比較,報告書最後進行了南北線文化景觀的價值評估,並提出其因地制宜的保存建議,除提供後續地方政府進行南北線各段落,或糖業鐵道的價值評估之參考外,亦對南北線未來的保存,提供可供參考的模式與資訊。
