The National Taiwan Library (NTL) started collecting braille materials with a view to setting up a special unit for serving people with visual acuity function disabilities (Hereinafter the visually impaired) In July 1973. Soon in July 1975, the “Braille Center” was set up. It’s the first public library in Taiwan that provided services to the visually impaired. In 1998, a Bulletin Board System (BBS) website for the visually impaired was established. After being relocated to Zhonghe District of New Taipei City in December 2004, the library space was greatly enlarged and facilities were upgraded for providing the visually impaired with an accessible learning environment. In December 2011, according to the Item (1) of Article 30 of “People with Disabilities Rights Protection Act”, the Ministry of Education assigned the NTL as a specific library for allocating specialized subsidies and being in charge of collecting, integrating and archiving resources on visual impairment. After the amendment of “People with Disabilities Rights Protection Act” in November 2014, the Ministry of Education appointed the NTL to be responsible for planning, integration and collection of library resources in the form of touchable digital objects for the utilization of the visually impaired and other impaired persons.

The NTL provides services mainly to the special readers, such as persons with visual, hearing, learning, and reading disabilities.


• Opening Hours:

Tuesday-Friday: 9:00 A.M. to 5:00 P.M.

Closed on Mondays, weekends and national holidays

• Digital library
A “Visual Impairment Information System” website (http://viis.ntl.edu.tw ) with an AAA rating has been developed following the Web Content Accessibility Guidelines. It provides various functions including integrated catalogue searching, resources browsing and downloading, personal interface, and linking to other resources regarding visual, hearing and other physical impairment.


• Future Goals:
1. To enrich collection, the NTL will take advantage of technologies to accelerate the production and publication of materials for people with disabilities.

2. To accelerate the speed of publishing e-book resources, the NTL will persuade the publishing industry to value the needs for accessible reading materials.:
3. To offer a convenient single-entry search engine, the NTL will integrate domestic resources and build up a barrier-free digital platform for people with disabilities.:
4. To enhance the utilization of resources, the NTL will develop and promote lifelong learning programs for people with disabilities.
