Under the current emphasis on local culture, “Taiwan studies” has become an indispensable topic in various academic fields. In order to promote this field of research, the National Taiwan Library actively expanding the three areas of Taiwan studies, parent and child relations, and information for the visually impaired, among which Taiwan studies is its central concern of development. Apart from taking on the role of the most important collection of Taiwan studies documents and information, the library further hopes to realise its full potential in supporting and promoting education, moving forward the research and teaching of Taiwan studies, and become a research library as well as a public book collection.
Target 1: To preserve culture Long term planning of the collection targets, active researching, gathering, organising and safekeeping of both general and special materials, aiming for an exhaustive collection of the knowledge of all humanity. Strategies:
1. The collection should put equal emphasis on the balanced development of school curriculum, different age groups, and different ethnic groups.
2. Step up research and collection of local and foreign documentations of Taiwan, to enrich research resources of Taiwan studies.
3. Digitalise Taiwan studies information already included in the collection, in order to preserve and to support research and education. Long distance learning, document delivery service and shared resources
4. Enhance pick-and-play media database and expand IT resources by increasing the breadth and depth of the IT collection.
5. Provide depositing service for government publications to ensure the complete preservation of central and local government documentations.
Target 2: Substantiation of facilities In the footsteps of the times, the library is improving all internal and external soft- and hardware, in order to enlarge its internet capacity and to create an e-learning environment. Strategy:
1. Stress information safety and set up a complete internet transmission system, improving service efficiency.
2. Integrate documents and resources of the library.
3. Install bilingual signage, and create a green, friendly reading environment.
4. Create an accessible website and physical environment in the library, actively purchasing related assistance equipment, to increase the opportunity for disabled people to use the resources and participate in life-long learning.
5. Plan and develop multi-media information, provide sufficient facilities to support usage.
Target 3: Readers’ services To provide the resources needed for reading, research, information services and life-long learning to the general public in order to fulfill their needs, improve living quality, and accelerate economic development. Strategy:
1. Combine the library collection with educational events, supporting courses related to research on Taiwan studies.
2. Hold special theme-based exhibitions, talks, or cultural events, in order to promote diverse cultural values, strengthen local collective identity, and widen international perspective.
3. Organise courses on “Usage Library Resources”, to cultivate better usage habits and erase the IT-gap.
4. Open on-line learning courses and on-line reading groups, to provide a borderless learning environment.
5. Expand multimedia and IT resources and increase services provided, in order to entice the public’s learning interest.
Target 4: Research and development In view of national developments, the library should emphasis ‘on-the-job’ training for staff and create a synergy between the ‘specialisation’ of the library and related scholars and specialists, in order to further academic research. Strategy:
1. On-the-job training to realise staff potential, encourage research, and emphasis a professional attitude of creativity and proactive growth.
2. Promote the research and study of Taiwanese historical documents, and to enhance related support to be provided by the library and so in turn improving the capacity of independent research.
3. Promulgate regulations for scholarships to aid specific researches, and provide study rooms to make research more convenient and so increase the willingness of the ‘academia’ to participate.
4. Undertake integrated scientific studies of library management in order to keep up with future developments.
Target 5: Cooperation and exchange To create a system of cooperation by joining forces with other libraries and related organizations, both in Taiwan and abroad, in order to enhance local characteristics and move towards an international perspective. Strategy:
1. To integrate existing resources of local Taiwan studies research bodies and create a learning platform for the organisation and examination of Taiwanese data, rooting Taiwan’s history and culture.
2. Increase cultural exchange by undertaking widespread exchange of publications with other libraries and academic organisations and bodies both in Taiwan and abroad.
3. Create intranet and file-share of the specialist collections thereby enhancing cooperation with other libraries and research units.
4. Encourage visits by foreign scholars, hold international symposiums, and create opportunities for conversation between local and foreign academia.
Target 6: Marketing and promotion Improve services for readers with special needs and new immigrants. Hold diverse life-long learning events, and provide good quality service to further promote the library.
1. Gather information of the newest development of Taiwan studies on the international scene, forwarding news bulletins on research events in Taiwan.
2. Work with civil organisations in the production and collection of material, as well as the organisation of events or training courses for the visually impaired, in order to help them read and learn.
3. Organise parent and children learning events for new immigrants, while paying attention to the varying information requirements of different ethnic groups.
4. Proactively promote the library’s services and events through a variety of media.
